Голова Верховної Ради Володимир Литвин вважає доцільним зняття Радою Європи моніторингу з України у зв'язку з її головуванням у Комітеті міністрів Ради Європи в 2011 році.
Про це він сказав на спеціальному засіданні парламенту з нагоди 60-річчя від дня підписання Європейської конвенції про захист прав людини та основних свобод.
Спікер зазначив, що в травні 2011 року Україна починає головувати в Комітеті міністрів Ради Європи.
«Очевидно, що Верховній Раді та Кабінету Міністрів спільно терміново необхідно вжити заходів щодо виконання зобов'язань України перед Радою Європи. Нам потрібно домогтися зняття моніторингу з України, тому що це явно ненормальна ситуація, що коли головує в Комітеті міністрів Ради Європи країна сама перебуває під моніторингом», – сказав Литвин.
Він також висловився за проведення в Україні в 2 половині 2011 року конференції за участю керівництва країн-членів Ради Європи для обговорення співробітництва країн у рамках організації з виконання ними зобов'язань перед Радою Європи.
Литвин також підкреслив необхідність реформування європейської системи захисту прав людини.
На його думку, зокрема, реформування вимагає Європейський суд з прав людини.
«Варто подбати про те, щоб цей високий авторитетний орган реально став загальноєвропейським визначником стандартів у галузі прав людини, а не вогнищем розмноження клонових справ, подібно до суду першої інстанції. Актуально також різноманітити норми конвенції, щоб суд не перетворювався на касовий апарат, який тільки визначає, кому з потерпілих і скільки буде виплачено», – сказав спікер.
Голова Ради також підкреслив, що реформування європейської системи захисту прав людини вимагає якісного підвищення ролі національних парламентів для втілення в життя норм Європейської конвенції з прав людини.
Як повідомлялось, раніше Литвин висловлював надію на те, що Радою Європи зніме моніторинг із України.
З його слів, Україні на парламентському рівні для виконання всіх зобов'язань перед Парламентською асамблеєю Ради Європи необхідно прийняти закон про прокуратуру, Кримінальний кодекс, пакет антикорупційних законів.
У липні Рада Європи вказувала на прогрес у виконанні Україною взятих нею зобов'язань у рамках членства в цій організації.
Lytvyn Thinks Expedient Council Of Europe To Stop Monitoring Ukraine In View Of Its 2011 Chairmanship Of Organisation
Speaker of the Verkhovna Rada Volodymyr Lytvyn thinks expedient that the Council of Europe stop monitoring Ukraine in view of its chairmanship of the Council of Europe Committee of Ministers in 2011, he has announced at a special parliament session on occasion of the 60th anniversary of signing the European Convention for the Protection of Human Rights and Fundamental Freedoms.
Speaker notes, in May 2011 Ukraine is to take over chairmanship of the Council of Europe Committee of Ministers.
«Obviously the Verkhovna Rada and the Cabinet of Ministers together urgently need to take measures in relation to Ukraine's fulfillment of commitments to the Council of Europe. We're seeking remission of the monitoring of Ukraine, because this is an evidently unusual situation when the country which holds chairmanship of the Council of Europe Committee of Ministers is being monitored itself,» Lytvyn said.
«He speaks for holding a conference in Ukraine in the second half of 2011 with participation of the Council of Europe member-states leadership to discuss cooperation between the countries in frames of the organisation as regards their fulfillment of obligations to the Council of Europe.
Lytvyn pointed to the necessity of reforming the European system of protection of human rights.
In his opinion, in particular the European Court of Human Rights requires being reformed.
«It worth troubling that this high reputable body to become a pan-European determinator of standards in the human rights segment, and not a vessel for breeding clone cases, in like manner of first instance court. It is also topical to diversify convention norms, in order the court not to turn into a cash till all which only deals with deciding on how much to pay to the wronged persons,» Parliament Chairman said.
The reformation of the European system of protection of human rights demands a qualitative step forward in the role of national parliaments to bring to life the norms of the European Convention for the Protection of Human Rights, Speaker stressed hereto.
As Ukrainian News earlier reported, Lytvyn expressed hope that the Council of Europe would stop monitoring Ukraine.
Ukraine has to pass the Criminal Proceedings Code, the laws on procuratorship and advocateship, to create public television and radio broadcast, and hand over the penitentiary system to the Justice Ministry jurisdiction to formally meet the obligations to the Council of Europe.
The Council of Europe in July 2010 noted progress in Ukraine's execution of its commitments as a member of this organisation.
